Do all names of insured drivers need to be on the insurance card?
The thing that matters most is whether the person is actually covered by the insurance policy. If so, you should be able to go to court and get the ticket thrown out. If not, you may be able to mitigate the damage by updating the policy to actually cover the person. Proof one way or the other will be important in contesting the ticket.
